I was at my local ACE today to pick up supplies to work on my bathroom. They only allow 13 people in at a time. The 'guard lady' who monitors the 1 in/1 out door was telling us that Sunday two big guys got loud with her, than in a fight with another customer. Why you ask (I did)? They came together, but only one person came out when it was their turn to go in, so only one could enter. They didn't want to play by the store rules and when the started to get aggressive with her, the next big guy in line told them to relax and they went after him. People are not handling this well. But we take solace in the fact that our governor knows its difficult, as she sits in a mansion with everything provided for her. Most shops including barbers are open again with appropriate precautions from this week; several state courts have struck down initial limitations to 800 square meters of shopping area as arbitrary. Museums and final classes of elementary and high schools are also back. Some states have announced to permit limited in-house access to restaurants from next week, and hotels the one after next. Saxony-Anhalt raised the limit of meetings between non-household persons in public from two to five. There are thoughts about bringing all of the school and daycare system and limited availability of theaters and public pools back online, though it will probably take until summer, in part because businesses can plan for it. | |||

The state government announced on Saturday a policy change to its coronavirus data metrics. Health officials will begin reporting "the number of unique people tested per day rather than the number of unique people who have been tested at any point during the response," the new policy states. "We know individual people, especially healthcare workers and those in high-risk settings, may be tested more than once over time. This new method of providing test data also allows us to provide the number of tests per day," the policy continues, adding: "We believe these data to be a better representation of SARS-CoV-2 testing in Virginia, and a better guide to the public and policy-makers as they assess availability." At a press conference on Friday, State Health Commissioner Norman Oliver gave an example of a single patient being tested four times for COVID-19. "What we’re doing now is, we’re counting all four tests," Oliver said. "That’s the difference." What was unclear from the new policy is whether or not each positive test result would be counted as a new case of coronavirus altogether rather than merely a new test. The Virginia Department of Health's COVID-19 dashboard displays the total number of cases in the state, the total number of tests performed, and the total number of "unique people tested" by state officials. Reached via email on Monday morning, Joe Macenka, a spokesman for Virginia's COVID-19 Joint Information Command, confirmed that each positive case of the disease would be counted as a new case altogether. "If a person is tested on different days, those tests are counted as separate," he said. Pressed to clarify the policy, Macenka said that repeat positive cases "are counted as separate cases only if the tests occur on different days. If [a Virginia resident] tested Monday and Tuesday and both are positive, that's two positives." Re-opening of state tied to declining case numbers That policy may serve to sharply drive up case numbers, which may in turn significantly delay the re-opening of the state. Virginia Gov. Ralph Northam has stated that the state will begin its first phase of re-opening only when state officials have logged 14 straight days of declining case numbers and hospitalizations. The governor last week did allow elective surgeries in the state to resume, though the state's stay-at-home order, which is set to last until June 10, is still in place. Virginia has been hit relatively lightly by the coronavirus pandemic compared to many other states. According to Worldometers, it ranks 21st in the country for deaths per one million residents, and 20th for cases. I don't know either way, but back on the 15th of April I read a piece that 1.87 million people had been tested, and yet 2.15 million tests had been administered. The article went on to discuss that people in heath care and EMS had been receiving test more frequently, and that approximately 300,000 had received testing multiple times. | |||

Google and read some of the psychological studies done on people locked away in solitary confinement. These people's mental health heads down hill quickly which is the reason solitary is used very judiciously. You cannot lock up the masses in their homes, then walk all over their other rights while the media continually whips up fear, without 'some' of these people responding very badly. She failed, however, to announce the specific framework of the reopening, and said she would extend the emergency declaration until July 6 — two days after Independence Day.
