Link? The roof-is-too-steep excuse is pathetic. They've not come out and said it but, it's sounding like that building was Counter Sniper Team #4's position, hidden inside to be an observation post set-up. Ignore the water-tower nearby, too hot to climb and going to the bathroom would be a problem.  Full picture still hasn't been established but the more we're hearing, the more it's sounding like confusion and over-deference to USSS, and no initiative or, delegation of authority was provided to supporting agencies, the 'Swiss Cheese' effect was on display.
