If the VP and the majority of Cabinet say JoeB is not to fit to run the country, they send that message to Speaker of House and President pro-tempore of Senate. VP immediately becomes Acting President. Should JoeB disagree with that statement and say he is fit for duty, then both Houses of Congress by a 2/3 vote would have to decide the issue.
