The troops will be fine. A cold parking garage will give them something legit to bitch about. It's probably just poor planning...the political critters were terrified and thought they might need to be rescued from the deplorables. Filling the Capital with troops was the objective...not efficient utilization of resources.

One article I read indicated it was sparked by Guard members not always wearing masks while resting in the Capitol building cafeteria.

There are literally 100,000 empty hotel rooms in DC right now. There is absolutely no reason for the troops to be sleeping on the ground anywhere.
