In regards to planning, I think the Socialist/Democrats have a leg up on the current line-up of Republicans. They planned out rigging the election, and Republicans allowed them to do it. Planning is not something Socialist/Democrats are lacking in. I don’t expect the Democrats will treat the military badly either. The Democrats may use and abuse the military for their gain, they will distain the military, but they will not treat them badly.
Seems I underestimated how evil these Socialist/Democrats are.

The troops will be fine. A cold parking garage will give them something legit to bitch about. It's probably just poor planning...the political critters were terrified and thought they might need to be rescued from the deplorables. Filling the Capital with troops was the objective...not efficient utilization of resources.
