What if someone had killed an ICE agent and responded to him for the $500 - what then? Does he get off by saying he really didn't mean it, he was only exercising his freedom of speech?

What if someone reads it now and decides to kill an ICE agent for him? Does he get off just by not paying it, to not act upon what he said?

I see an action verb: I'll pay anyone that - combined with a criminal activity: kills X person

If the request is carried out and it is by definition a crime, then the action verb speech call to this criminal action is also a crime (regardless if the call to action was carried out.)

There is difference in this action speech for criminal activity and free speech like: I hate all X, I wish all X were, Abolish X government agency, Vote the bums out, King George is a tyrant, etc.
