That's a bit of a stretch. Why would they film this if it was a planned event? And they just happened to have a target within their "kill box" when all of their conspiratorial moving parts converged? I don't buy it. If it was a planned event then maybe a few people knew what was coming, but to say it was this vast conspiracy involving 10 persons or more? I don't buy it.

This would have made a good episode of The Sopranos.

Tony uses a shell company to purchase a condominum for his goomar. He sets her up in her new place, goes over and bangs here there for the first time. He's in the condo, putting on his clothes in front of a mirror. Small talk, chit-chat, everything is happy and mellow, then he kisses her and leaves. Goes down to the lobby and there's a small fire going, no one around.

"What the fuck?!"

He runs over, puts out the fire by stamping on it. Out of breath, he pulls his phone out to call 911. While he's dialing, a brick comes through one of the windows, showering him with glass.

"What the fuck?!"

He sees college-age kids running away, shouting a political slogan.

"What the fuck?!"

Sopranos opening theme plays, woke up this mornin' yadda yadda

Back at Satriale's, Tony is telling the boys about it. Silvio clues him in about the controvery, shows Tony a newspaper with a guy's picture, some city official or other, and how this radical group is targeting the guy for something or other he did or is doing. As usual, Paulie is interjecting his stupid but funny shit.

"Mutha-fuckah. How come I din't know about this?"

Silvio shrugs, "Eh, you got a lot on your plate these days, Tone. It happens."

Tony contacts a beautiful female investment banker he once got out of a jam. He entices her to approach the city official and offer to buy his condo on behalf of a group of investors. The guy turns out to be a real asshole, not only refusing her offer, but nearly knocking her down in the process of throwing her out of his condo. Dozens of papers fan out across the floor from her open briefcase. She breaks a heel on her shoe. While she's bent over picking up all the papers he slams the door.

Back at Satriale's: "Mutha-fuckah! Do you know what I paid for that place? I don't need this shit!"

"Bad situation, Tone," says Silvio. "Maybe we can ehh talk to this group. You know, make 'em see the light."

"Nah, we don't need to draw that kind of attention, the condo and all. It's a good setup, except for this shit."

"Well, T," says Paulie, "There's always..." (points his index finger and moves his thumb like the hammer of a pistol)

Tony thinks for a minute, leans back in his chair looking up at the ceiling, puffing his stogie.

End of the episode, the city official is getting in his car at night in an alleyway. Two young guys come up behind him, stab him repeatedly, then crack his skull with aluminum baseball bats and drop papers on him, printed literature from the radical group that set the condo fire and bricked the window.

Shot of the dead guy on the ground, slow zoom into papers on his back, blood soaking through the paper.

Fade out

Billy Joel plays over the credits

And it seems such a waste of time

I agree. Hell the film proves 1st degree homicide as far as I'm concerned. Probably for most others as well. So why in the H would a 'conspirator' film that?
As for the person taking the video 'not flinching', after 90 days of increasingly violent street riots in Portlandia, this desensitized asshole is there taking video. Most folks that would flinch at that are no longer gonna be there.

Like the other Condo that a guy was filmed by all the security cameras setting 8 fires in it, including stairwells.
He was arrested and set free the next day with no bail.
Many moved out and took a huge loss.

“I have just spoken with Kyle’s mother, Wendy, and Kyle’s attorney, John, to whom I was connected by Lin Wood, who has also joined the legal team,” reads a statement published to the fundraiser page. “Wendy has instructed me to transfer the money from GiveSendGo’s holding account to the #FightBack Foundation, set up by Lin Wood. All of the money donated through both their website, and this effort, will go to Kyle’s defense, as it is likely to be an expensive and protracted affair.”

Why would the tenants fear a peaceful protest that the mayor himself participated in? It's got the mayor's seal of approval and is just and peaceful, the residents have nothing to fear, nor is there any reason for him to move.

The video is just previously available video with a conspiracist twist on it. Doesn't change the fact that an innocent man was gunned down over a freaking hat. Don't need the extra theatrics added on top.

And for all of you who keep attempting to correct my assertion that these people aren't stupid, here's more proof they are. Does this BS motivate more people to roll out and vote for Biden/Dem in November, or does it push them to vote Trump/Repub or not at all? Apparently its the latter given how blindingly fast the Bezo's WaPo crew has rushed in to try and bury this.
