https://www.nytimes.com/2017/0...visa-muslim-ban.html Families, businesspeople, athletes and tourists from seven countries in the Middle East and Africa found their travel plans — and even their futures — in a state of suspension on Friday after President Trump signed an executive order temporarily barring thousands from obtaining visas to travel to the United States. The order is expected to freeze almost all travel to the United States by citizens from the Muslim-majority countries of Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for at least 90 days. Three of those countries are considered sponsors of terrorism (Iran, Sudan and Syria), and three are designated countries of concern (Libya, Somalia and Yemen). Passport-holders from those countries, who have American visas but are outside the United States, will not be permitted to return. During the 90-day period, the Trump administration will assess if the foreign governments on the list are providing enough information about citizens seeking visas to enable the United States to assess whether they pose a terrorism risk. If the governments do not comply, they will be given 60 days to do so; failing that, their citizens will be barred from entering the United States. Government reaction to the order has been cautious. But there is little doubt that the demand for information will be a challenge for Iran, which sends far more people to the United States each year, around 35,000, than any other country on the list. While Iran willingly allows its citizens to travel to the United States, it is ideologically opposed to sharing information with Washington. But if it does not, many of its citizens will be cut off from visiting relatives who are among the estimated one million Iranian-Americans living in America. “We are not obliged to give information about our citizens to the Trump administration,” said Hamidreza Taraghi, considered a hard-liner. “Such a move would be unjustifiable.” “There is a sense of bewilderment, as well as a sense of injustice,” over why Iran was even included on the list of targeted countries, Mr. Parsi said. No Iranian has been accused of an attack on the American homeland. By contrast, he said, the Sept. 11 attackers included citizens from countries which are not on the list — and “the United States has produced more ISIS fighters than Iran has.” In 2015, according to the Department of Homeland Security, a total of 35,266 nonimmigrant visas were granted to Iranians to enter the United States, compared with 21,381 for Iraq; 16,010 for Syria; 5,549 for Yemen; 4,792 for Sudan; 2,879 for Libya and 359 for Somalia. As there is no American embassy or consulate in Iran, Iranians must travel to Ankara, Turkey, Dushanbe in Tajikistan or to Dubai, in the United Arab Emirates, to apply for a visa. The State Department says that more than 40 percent of all applications are rejected. There are numerous agencies in Iran and other countries that mediate and assist Iranians seeking appointments. | |||

A different question to ask them, and many other companies, is how many of their foreign workers are being subsidized by "US". A disturbing program, Optional Practical Training OPT, more evidence our political leaders have not had our best interests in hand. Hopefully Trump addresses this. (and actually the whole H1B program that is clearly being abused...but I digress) ------------------------------- President Trump saved several thousand factory jobs by brow-beating some CEOs, but he could also do something much more useful: He could create about 180,000 new jobs for American college grads just by abolishing an obscure bit of the immigration machinery. Here's a way to help the middle class without dealing with Congress; the president can do it with a stroke of the pen. It would not be a question of saving existing jobs (as in the case of the factory workers) it would lead to the creation of an additional 180,000 jobs for U.S. residents. Good jobs, too. Currently, thanks to prior administrations, there is a generally unknown program in which the federal government subsidizes (through tax breaks) the hiring of 180,000 foreign college grads, taking jobs that could be held by Americans. It has the misleading title of Optional Practical Training (OPT) as there is no training involved, and though dedicated to foreign college graduates, it is disguised as part of the F-1 program for foreign students. Without a lick of input from Congress, the Obama administration, building on a scheme used by the Bush II administration, expanded the OPT program. According to the Institute for International Education (IIE), there were 147,498 aliens holding OPT jobs in the American economy in the 2015-2016 academic year. Given the recent annual increases in the program (22 percent-plus from 2014-2015 to 2015-2016) and given the fact the IIE survey does not cover (appropriately) the worst of the visa mills, which also have the power to issue OPT certificates, the actual number of OPT jobs at the moment is probably in the neighborhood of 180,000. That is a prize worthy of special attention. More than 180,000 good jobs. OPT certificates are not issued by the U.S. government, they are issued by colleges and universities that graduate the alien students. An OPT certificate is good for as much as three full years of legal status in the U.S. labor market, with the longer ones going to foreigners who have trained in the STEM fields (science, technology, engineering and mathematics). The best part of OPT for the foreign alums — and a devastating factor to U.S. resident college grads (both citizens and green card holders) — is that employers are given a $10,000-$15,000 bonus for hiring an alien rather than an American with the same salary. This is hard to believe, but true; recent administrations have waved a magic wand over the foreign grads and called them "students" so that the usual payroll taxes (Social Security and Medicare) do not apply to either their employers or to the students. So the employer, faced with two equally qualified candidates for, say, a $60,000 a year job (for three years), each candidate being willing to work for that salary, has his choice. If he hires the alien the total payroll costs for three years will be $180,000; if he hires the citizen alternative, the employer will pay $193,770. The higher the salary, the bigger the bonus to the employer hiring the alien. Since this strange program is based solely on administrative rulings, the president (or Secretary Kelly at DHS) can simply abolish it with an executive order. My suggestion would be to announce that no more new OPT certificates will be issued from the day of the order, and that no renewals will be granted, either. But aliens holding these permits should be allowed to keep working until the current permissions expire. In that way there would be no need for massive dismissals of alien workers on short notice, but the act would, over three years, open up at least 180,000 new jobs for residents of America. And there would be a substantial bonus — one to two billion dollars a year — for our older citizens, as the undeserved current savings come right out of the hide of the Medicare and Social Security systems. So this move would not only be in line with the president's promise to increase the number of jobs for working-age Americans, it would also fit in with his promise not to cut Social Security and Medicare benefits for one-time working Americans. 2012Boss302, Jeff Sessions has been THE man in the Senate who was complaining about American jobs being displaced by H1-B's and other abuses. Look up Norman Matloff at UC Davis: he is the best source of information for this. He reports that US tech companies routinely lie to the government on their inability to hire US workers; meanwhile older Americans who are software engineers go without jobs. Quite a few of the tech companies abuse the H1-B program because they can undercut standard wages...Facebook/Google are among many of the big-name U.S. tech companies that have engaged in this fraud.

My reading comprehension skills must be going to shit. Missed the only sentence that actually dealt with that. "Passport-holders from those countries, who have American visas but are outside the United States, will not be permitted to return." If that's the case, then I don't agree with that one line in his EO. If they have done all legally required to be here legally last week then the I think they should be allowed reentry. That's not fair at all, and it's likely only to affect 1,000 or less people who happened to book travel plans at the inopportune time. It will not save a single life. I can live with them saying don't leave or you can't come back, but to tell them they can't come back when they did not violate any regulations/laws/rules if BS. Jesse Sic Semper Tyrannis | |||

It is not about fair, nor need it be. It is about allowing entry only to persons whose situations, beliefs, intentions, can be reasonable vetted. The San Bernardino shooters might be an example. You can't ban entry to US citizens. She got in under the "visas to married to US citizen" rules, and eventually got a green card. Who is to say some of these folks, citizens of the prohibited contries, have been legitimately, properly vetted? Some have been, doubtless. The purpose of this temporary exclusion is to allow an examination of the procedures to tighten up as needed, without every joe jehadi rushing to the entry line while the bureaucrats scratch their heads. "Fair" is a luxury too many have become accustomed to. We have replaced "In God We Trust" with "It's Not Fair!" It's important to be fair whenever possible, of course, but not at the expense of all other considerations. Luckily, I have enough willpower to control the driving ambition that rages within me. Yeah, but hasn't that ship sailed for these people who already have green cards? They've been vetted with the process that was in place at the time. If they are a permanent resident, their lives are now in the US. I'm imagining someone like my wife who maybe returned to France for whatever reason, maybe just for a week, and then all of sudden couldn't return home to see her daughter and her job and her husband for what? 90 days is it. It's outrageous frankly.
