I'd hesitate to call Social Security and Medicare entitlement programs. We pay for that shit. Fraud within those programs would be troublesome and needs stopped.

I have a tendency to agree. SS and Medicare do become entitlements the minute you start taking more money out than you did contributed plus a reasonable return. I won't hit that in my lifetime (Medicare maybe). SS disability can be an entitlement depending on amount contributed. Fraud within SS and Medicare appears to be a big problem. I can hardly wait for DOGE to dig into SS and especially Medicare.

I assume Big Swede meant to separate "entitlement programs" from the other programs mentioned. I hope so anyway.

As a person who does fed.gov contracting, let me explain at least part of why this is a fucking criminal conspiracy.

1. Someone wrote, and someone else approved, a statement of work (SOW) for the bank and the NGOs.

2. A Contracting Officer (CO), who hold a literal warrant from the government to perform their job, approved the SOW and the rest of the contract terms. This would include disbursing the funds to a bank as an intermediate. Such a disbursement would prevent any fed.gov personnel from reviewing and approving the invoices for work performed.

3. I can tell you that every fed.gov contract has what are known as "representations and certifications" in which the contractor states they have complied with hundreds of provisions of the Federal Acquisition Regulations (FAR). I did a contract once where I downloaded all the reps and certs. It came to 200 pages, at Arial 10 pt. I want to see evidence the bank and the NGOs are compliant with them, especially the provisions addressing money laundering.

4. Someone authorized the obligation and disbursement of the funds to the bank. That was illegal, absent invoices for work performed.

Everyone involved must be investigated and criminally charged, from the EPA Administrator to every individual involved.
