Alan, out of curiosity, how long does it take between purchasing oil and actually taking delivery of it? I'm not familiar with oil futures, transportation lag times, etc. I suppose the oil you're unloading could be pre-Putin ban?

Meanwhile, I'm working with California oil and gas producers who are looking to pair down operations because the state and feds make life (business) miserable.

Once Biden's order banning Russian crude was given, there was a 45 day period for any ships that were loaded already or in the process of loading or maybe even contracted to load to pump off their cargo. So we are still in that grace period.

Biden announces emergency waiver on summer ethanol ban to combat rising gas prices

President Joe Biden on Tuesday announced new steps his administration is taking to address rising gasoline prices across the country, including emergency measures to expand biofuel sales, countering rising energy prices amid Russia’s invasion of Ukraine.

The President announced that the Environmental Protection Agency will issue an emergency waiver permitting year-round sales of E15 gasoline, which contains a 15% ethanol blend, on a trip to Menlo, Iowa, where he visited POET Bioprocessing, a biofuels plant that specializes in the creation of bioethanol.

“E15 is about 10 cents per gallon cheaper than E10. Some gas stations offer an even bigger discount than that,” Biden said. “But many of the gas stations that sell it … are required to stop selling it in the summer, but with this waiver, on June 1, you’re not going to show up and see a bag over the pump with the cheapest gas. You’re going to be able to keep filling up with E-15 and it’s going to solve a whole problem.”

The sale of E15 gasoline is usually prohibited from June to mid-September because of air quality concerns. Under former President Donald Trump, the EPA issued an order allowing permanent year-round sales of the biofuel blend in 2019, but the order was overturned last year by the US Court of Appeals for the DC Circuit.

In his remarks, Biden appeared to tie rising fuel costs directly to Russian President Vladimir Putin’s war in Ukraine, saying that Americans’ budgets shouldn’t depend on whether a dictator “commits genocide” in another country.

“Your family budget, your ability to fill up your tank, none of it should hinge on whether a dictator declares war and commits genocide a half a world away,” Biden said, later referring to the rising fuel costs as the “Putin price hike.”

Biden has previously stopped short of calling what is underway in Ukraine a genocide and his aides have said it doesn’t yet rise to the level.

In Iowa, the President acknowledged that the new waiver is “not going to solve all our problems,” when it comes to rising fuel prices, “but it’s gonna help some people. I’m committed do whatever I can to help.” He also said, “There’s more we need to do to bring down the prices for American families,” citing his previous executive orders to lower food prices and increase market competition.

Tuesday’s E15 announcement, a senior administration official said, “is distinct from” his predecessor’s efforts to expand ethanol sales in that it’s “based on the current circumstance, which is a fuel supply emergency.”

Per White House estimates, E15 sales could save consumers 10 cents per gallon on average, while reducing reliance on foreign fuels. As part of Tuesday’s announcement, the EPA will also take steps to facilitate the expanded use of the biofuel, including outreach to states and modifications to E15 fuel pump labeling at gas stations across the country.

During Monday’s news briefing, White House press secretary Jen Psaki signaled that suspending the summer ban on gasoline with higher blends of ethanol was on “the menu of options” the administration was considering “to ensure that the supply in the market meets the demand, thus bringing the price down.”

The move follows Biden’s announcement last month of a historic release of oil from US reserves, including 1 million barrels a day from the US Strategic Petroleum Reserve for the next six months as part of a “wartime bridge” to increased oil production as US and global oil efforts ramp back up after the coronavirus pandemic.

“The President believes that the actions of a dictator half a world away should not impact what families pay at the pump here at home,” the White House said in a fact sheet announcing the action that was shared with CNN. “Today’s actions also reinforce the Biden-Harris Administration’s goal of achieving real energy independence and commitment to a long-term strategy to spur smart development and adoption of sustainable, homegrown fuels.”

Still, the administration is stopping short of sanctioning Russian energy exports, with the senior official instead pointing to “a set of actions that we think have generated severe impact on the Russian economy.”

“We’ve also in the United States, through the President’s action and with support on a bipartisan basis, banned all energy imports from Russia to the United States. We understand that other countries are in a different position. We are obviously in a strong position – as a net energy exporter – to do that, though it did have real, real effects and price impacts the President has now been working to mitigate,” the official told reporters Monday.

The official continued: “But we have taken a strong set of steps when it comes to the effects on the Russian economy, and we’re going to continue to work with our partners and allies, as we have, to continue building on that.”

His visit here today was a real headscratcher for even the liberal media in Des Moines. Why visit a state he handedly lost in 2020 that has only gone more Republican since. The best thing that happened in Iowa today was a bird pooped on Biden during his speech and I got to take my kids to see the motorcade blaze past. The new POTUS limos are pretty snazzy. He is evidently going to visit 25 states in the next 2 weeks all of a sudden. I imagine the flights and vehicles for that logistics would burn through whatever fuel savings he would get from E15 which nobody actually uses.

E15 fuel announcement will backfire
By Michael R. Worthington

The Biden administration has announced the suspension of the rule which prevented the sale of fuel containing up to 15% ethanol alcohol during the summer months. The current rack price (wholesale price) of a gallon of ethanol is about 75% of the rack price of a gallon of pure gasoline, so the retail price of E15 fuel should be cheaper than regular E10 fuel by about 10 cents per gallon according to the White House. The additional ethanol will replace some petroleum-based fuel, which will slightly reduce the demand for crude oil and theoretically lower its price.

E15 (also known as Unleaded88) fuel sales have been banned from June 1st to September 15th because alcohol is more volatile than gasoline. The concern was that ethanol evaporates more readily than gasoline in the summer heat, and then the fumes contribute to smog.

President Trump issued an executive order to allow the sale of E15 during the summer to please farmers, but courts overturned the order. This time, President Biden had the EPA issue an emergency rule permitting summer sales of E15, but environmentalists may challenge this rule in court.

This new rule will have little effect on the overall price of fuel because less than one percent of the filling stations in the U.S. even offer E15. Stations have been reluctant to carry E15 since they couldn’t sell it during the peak summer driving season. And many drivers were reluctant to buy it because vehicles older than 2001 cannot use E15 fuel, so consumer acceptance of E15 has been slow since it was first introduced in 2012.

Environmentalists pushed for renewable bio-fuels such as ethanol and farmers were happy with the increased demand for corn, which raised the price of the crop. Iowa grows more corn than any other state in the union, which is why President Biden went to Iowa to make the announcement.

Ethanol has less energy per gallon than gasoline, so fuel mileage is slightly less with a gasoline/ethanol mix, including the common E10 fuel. However, ethanol has higher octane than gasoline, so the alcohol serves another purpose in addition to reducing costs per gallon. And alcohol helps to oxygenate the fuel, which reduces air pollution from fuel combustion.

Another issue is the impact on food prices, since corn is commonly used to produce ethanol. Corn future prices are already rising because 1.5% to 2% fewer acres of corn are expected to be planted in the U.S. in 2022 due to the skyrocketing costs of fertilizer. Farmers will cut back on the use of fertilizer, reducing the yield per acre. Urea and ammonia are produced from natural gas, so the steep rise in the cost of natural gas has caused the price of these nitrogen fertilizers to more than double from last year. Taking into account all of these factors, corn future prices have risen from $4.94 per bushel in September 2021 to $7.75 today.

There is also some concern that more ethanol production will reduce the food supply because 44% of the corn grown in the U.S. is already used to produce alcohol. But only about 10% of the corn grown in the U.S. is directly used to produce food for people, mostly in the forms of corn oil and high-fructose corn syrup. Approximately 45% of the corn grown in the U.S. is used for animal feed, so higher corn prices will increase the costs of raising livestock and the prices of meat in the grocery store.

The fermentation process used to produce alcohol uses the starch in the corn, leaving “spent grain” that is high in protein and minerals. This byproduct is used as a supplement in animal feed, so the production of ethanol is not a total loss of animal feed.

The Ukraine/Russia War also impacts the price and availability of food crops. Russia is the world’s leading exporter of wheat, and Ukraine in the fifth largest wheat exporter. While neither country exports much corn. Ukraine produces 25% of the sunflower seeds grown worldwide, and Russia produces another 22%. Sunflower seeds are mostly used to produce cooking oil, but corn oil can be substituted for sunflower oil. The result of the war will be increased demand for corn, higher corn prices, and higher overall food prices worldwide.

The sale of E15 fuel during the summer will have a minimal effect on fuel prices. This move was designed to show that the administration is at least doing something to reduce fuel prices at the pump.

Biden was named Benjamin Franklin Presidential Practice Professor in 2017. Clearly the designation was made up for him because Biden was the first. He did not teach regular classes. He did, however, make a total of about a dozen appearances on campus over the course of three years, usually for big-ticket events. The Philadelphia Inquirer reported on Biden’s sweet deal in 2019. He collected a pay check in 2017, 2018 and early 2019 from the university to the tune of nearly $1 million. The newspaper reported that Biden’s role was “vague” and he didn’t teach regular classes



The UPenn gig was an honorary position that allowed Biden to enrich himself and show up every now and then, usually for his own benefit, like for the event where he hawked his book. Biden barely graduated from law school and his undergrad days didn’t set the world on fire. Why would anyone think the man is an academic?

I see he's lifted the drilling on federal land. And while I think that's great it seems to me an attempt to reverse his negative approvals. He surely doesn't give a shit about the American people's situation with regard to pump prices of gas, only votes. And Twitter is still in the hands of the far left, so my fear is that his advisors (puppeteers) will pull out all the stops as Nov approaches to save his party's ass. Let's just hope the Hunter deal doesn't die.
