The Russian Federation is mixed into the EO only for distraction and as a primer, triggering expanding layers of culpability.

Smithsonian Channel is running a one hour program on Polio. It is excellent. The United States in 1952 was desperate as polio was killing and crippling our children. Much more frightening than COVID. There is no legitimate reason whatsoever to not quantify and report this info...unless your goal was to completely subvert everything about this country.
