You're missing the point. It doesn't matter what the committee accepts, if the leadership doesn't accommodate him, he may vote no when the confirmation comes up for a vote before the full senate. That's what he was saying. If there is no investigation, Flake will vote against the nomination in the full senate vote.

Nothing Flake did or said is binding on the full Senate, but presumably his Yes vote is contingent on satisfying his call for some sort of "FBI investigation" not to exceed 1 week.
