The proper response is a recall election of the HOA's board of directors. I've posted many times about recalling the HOA BOD that was overrun with busybodies on a power trip.

My response would be more along the lines of paraphrasing either Uncle Joe Stalin's line about the Pope: "And how many divisions has the HOA?" or President Jackson's line about the Supreme Court. "The HOA has made their decision. Now let them enforce it."

She should keep it and politely tell the HOA to suck a giant bag of dicks. What are they going to do to try and enforce it...call the cops? To take down a pro-police flag.... that should go over well.

Couple of thoughts, having been on several HOA boards. First, always be on one or have like minded people on it.
Second, all HOA rules are pretty much boilerplate. It's the interpretation that's the issue. Most of the stuff like this issue are vaguely covered by "a first class community" rather then "flags must...." what boards do is add rules. However, that requires a formal vote to change to the rules.
What can the HOA really due? Usurally they can put a lein on the property. That gets paid off once the house is sold. Going further, involves lawyers and costs a bunch. Unless the board is insane, that's not going to happen.
HOAs are nonprofit. They must keep records. Just ask for the minutes of their meetings. If the complainers name and letter aren't in the minutes tell the board to start following the rules.
Last, there are always violations of the rules. As time goes on it's hard to suddenly enforce the rule. Here the flag has been flown "for years." Given this it's permitted.

Since you've never owned a home with an HOA, here's how it works:

Before the title company will allow you to sign on the dotted line for the property, you have to read, agree to, and sign the HOA rules. It's not optional.

If you break the rules - again, they're not optional - there will be penalties, to include monetary penalties, that at best you can put off until you sell the house unless you can get yourself on the board and change the rules to your liking.

If you don't like it...don't live somewhere with an HOA. Clearly, a number of posters have the financial and practical flexibility to achieve this.

Some of us, like myself, recognize that if we're going to be as financially successful as the rest of you someday, we're going to have to suck it up and make a good investment in a townhome, rowhouse, or single family home in a nice subdivision or development, that's close enough for a commute to our paying job to be practical. And 90% of such communities have HOA's or are (in the case of my neighborhood) still managed by the developer.

If I'm still around when it comes up for a vote for HOA, I will be vocal about it. Zoning laws are a complete joke in my locale, so I will be absolutely for an HOA - and will be wholeheartedly vigilant against any tinpot dictator crap.

Living in an HOA allows people you have little in common with, who will not contribute anything of value to your home, to essentially be co-owners of your property.

In the future, I would live just about anywhere to avoid an HOA. I would drive a LONG way extra to work to avoid one. The next property we buy will not have one. EVER.

This HOA was supposed to be a low key one, but low key is measured by those leading the HOA board. I won't ever be making this mistake again. I don't care if people claim it helps the home values.
