Just a guess: The publicity around these incidents has caused enough of a negative tourism impact that politicians in T&C acted to address the situation.

In April 1981 we took our honeymoon in Cancun. We watched our luggage coming off the plane and when we checked in to customs, they said our luggage was lost. As a naive American, I was outraged and told them I watched it come off the plane.
Mistake.
After that, they did every trick in the book to separate us from our money, mess with us (slipped us a mickey) and when we finally got through to my Dad to send us some money to pay the "exit fee", they stole the Western Union transfer. It was like the movie "Out of Towners" with Jack Lemon and Sandy Dennis.
Any country with an exit fee is a guaranteed shithole!
I vowed then and there that the next time I went to Mexico, I would have my hands on the bomb bay doors of a B 52.
I got into it in Merida Mexico with an officious soldier that picked me to harass on the flight home. Having been driven to the edge and hating bullies anyway, I told him as we were walking to the plane and he was following me that the best part of this was knowing I was going to America and he had to stay there.
On the plane (Aero Mexico) that had flies buzzing around inside it I felt the first twinges of tourista, knew it was a parting gift as the "bottled water" was refilled from the tap on purpose, I bought an adult beverage. I gave the stewardess a $10 bill for a $3 drink, she never returned with the change.
So, that's my story, all true no hyperbola. Screw these third world shitholes!

For those who missed the BS which Turks and Caicos caused, or are new here. Just stay away. Even the State Dept is getting into it now.

"Get your beach fix elsewhere. The US State Department upgraded its warnings this week about traveling to the Turks and Caicos because of surging crime and sexual assaults. Officials issued a Level 2 travel advisory that urges Americans to “exercise increased caution” in the Caribbean islands."

There are shitholes and "no-go" places in the US, but at least they are in the US, not separated from it by hundreds or thousands of miles of ocean.

It’ not the distance that concerns me, it’s the distance from legal standards.
Too many nice places to go to where Americans aren’t hated.

Regrettably, much of the world is changing for the worse, some US cities and states as well. As a senior, I have lost my desire to visit Europe again and never plan to go to Latin America or the Caribbean. Corruption and violence are things to avoid if at all possible. Add to that the fights breaking out at US airports, on cruise ships, and even on airline flights--no thank you. Prefer to drive to a vacation in nearby states.
