Snopes says the central circle “dot” started as green and was later changed to red, but that’s not what Wikipedia claims. Wiki says the green background was changed to white during the war because green ink contained copper which was a strategic metal. There are plenty of online photos of green and white background packages, but none I can find with anything other than a red central circle.

In suburban Chicago in the late 1950's I heard it as "Loose sweaters mean flabby tits" From an engineering standpoint I think straps would be more accurate.

Loose sweaters mean floppy tits. They went green during WWII to reduce use of red dye, contained nitrates used in the war effort.
