whats going on with all the camera work , how did they do that?

starting at :47 and going to about 1:00

it kinda zooming but not all of the picture ,
are the moving the camera and zooming at the same time ,

Is it post production magic ?

there are a couple of other places in the movie where they do the same thing,

the most dramatic place is just before herod says drop out!.
