Regarding the quotation feature.

Another member has altered what I wrote, but it's still within the quotation feature. It's still attributed to goose5, but it has been altered by another member. This isn't the first time this has happened. How can another member rewrite a quote attributed to someone else? Seriously, if any member can alter another member's post and quote it how is this sight any better than Wikipedia?

The quoted text is just text. It can be edited like any other text. No way to stop that.

A responsible member won’t do that in an inappropriate way, but, yes, it can be done.

I will often edit quoted text for brevity. I always try hard not to change the intent or meaning of their comments.

As for the FIFY (Fixed It For You) thing: I occasionally do it—usually for humor purposes, but I'm sure to always add "FIFY" and some-or-another smiley.

Rarely “fix” anyone’s quote, but sometimes I want to to reference only a small part of what a member wrote without including a wall of text. In that case I will wrote <SNIP> on either side of what I quoted to show that I took only a small part of what they wrote.
