The 1985 immigration reform act supposedly did this. The act is interesting as it did many of the things proponents of immigration reform are demanding. These included:
Admitting seasonal labor.
Amnesty and path to citizenship for illegals living here.
Punishment for those that employ illegals
Heightened border security.

What happened? Some of the provisions were put into effect but it wasn't serious. As example proof of citizenship. It's either a declaration or presenting an easily obtained form. There was no real deportation program. Hence the illegal population grew from 4 million to at least 11 million today.

In theory, there is no need for more amnesty. Any illegal caught today is covered by the 1985 act.

On Wednesday, President Obama added another prestigious medal to his Nobel Prize collection when he had Defense Secretary Ash Carter award him with the Department of Defense Medal for Distinguished Public Service.

Secretary Carter awarded his boss with the medal on January 4 during the Armed Forces Full Honor Farewell Review for the President held at Conmy Hall, Joint Base Myer-Henderson Hall in Virginia.

Carter insisted that the medal was a token of appreciation for Obama’s service as commander in chief, the Associated Press reported.

After spending the last few weeks throwing roadblocks in the path of President-elect Donald Trump and his transition team, Obama nonetheless claimed in his remarks to the members of the military in attendance that “We’ve got to make sure that during this transition period that there is a seamless passing of the baton, that there’s continuity.”

Along with the AP, CBS News White House correspondent Mark Knoller also marked the ceremony with a Tweet to his followers.

Snopes has jumped in labeling this "mostly false." However:

Here's the problem for snopes. In the body of the explanation they quote the regulation :

The Secretary of Defense is the approval authority."

Snopes stated it was false that: "Recipients of the medal are nominated by the Department of Defense and approved by the Secretary of Defense."
Yet the regulation states exactly that.

I watched some of the intel brief to the Senate Committee today.

- James Clapper, Director of National Intelligence
- ADM Michael Rogers, NSA Director
- Marcel Lettre, Undersecretary of Defense for Intelligence

An unclassified report is to be released next week

Clapper, John Brennan (CIA), and Comey (FBI) are to brief Trump tomorrow.

McCain, Lindsey Graham, and a collection of DEMs continually pounded Trump for believing Assange rather than the intel agencies.

Clapper said that suspected Russian hacking “did not change any vote tallies or anything of that sort.”

But Clapper added that on the question of whether the hacking affected “the choices that the electorate made … There’s no way for us to gauge that.”


“This was a multi-faceted campaign,” James Clapper told the Senate Armed Services Committee in its public hearing on the Russian government’s attempts to influence the 2016 presidential election. The attacks went beyond just the hacks of the DNC and Center for American Progress, the outgoing Director of National Intelligence testified, but consisted of a broad effort that also included “classical propaganda, disinformation, fake news.” That kind of coordinated campaign would have needed approval from the highest levels of Russian government, Clapper said.

I didn't hear the instances of "classical propaganda, disinformation, fake news.”

When asked specifically if the claims were being made because of the DNC and Podesta emails, the answers were yes. When asked if anything else, the answers were noncommittal.

Clapper said espionage was different than interfering in an election. He said we should be careful in retaliating against espionage because we do so much of that ourselves. Clapper and Rogers thought we should retaliate for the election "interference".

Several of the senators asked if this was "an act of war". a lot of this was hard to take seriously

Clapper said it didn't rise to that level.

Bush received the same award from Def. Sec. Gates in January 2009.
