Maybe drill a few cavities into the mating surface of the terracotta for the adhesive to adhere into.

West System six10 epoxy, comes in a caulking tube, mixes at the tip. Ideal for this situation. 5200 would be a second choice, but Six ten more suited for attaching to the terra cotta.

At $40 a tube it should be, but do you really think this is what the OP needs to stick a piece of PVC pipe to a terracotta pot?

OK, it seems 5200 is the most popular answer but Lowes, Home Depot nor anyone else local has it in stock. Ordered from Amazon.
