Most school graduations have a limit on the amount of people-family,friends,etc., who are allowed to attend, due to capacity issues and make it abundantly clear to students by giving them the info. prior to something like this happening. Do they not do that anymore there?

Yup. Once words get out that there will be a "small reception", that's it, same shit will be happening all over again.
