Go further south than Key West in Dec and Jan. The trade winds drop south and become easterly from early Dec through Jan. They can keep the charter fleet at the dock. There really aren't beaches in key west.

If you want to lounge by the pool drink boat drinks and smoke cigars, you'll be good to go. If you want beach weather lay on the beach go in the sea, go further south.
