Activist Judge Hannah Dugan Avoids Jail Time for Helping Illegal Alien Criminal Escape ICE Arrest

Former Wisconsin Judge Hannah Dugan was ordered Wednesday to pay a $5,000 fine after being convicted of obstructing the arrest of an illegal alien at a courthouse, but she will not serve prison time.

U.S. District Judge Lynn Adelman handed down the sentence after Dugan was convicted last year of felony obstruction.

Prosecutors had asked for a prison sentence of between 15 and 21 months.

Dugan, 67, had faced up to five years in prison.

“I think this is a situation where an otherwise good person, upset by immigration policies in this country, made a bad decision in the moment,” Adelman said.

Dugan was convicted after federal agents attempted to arrest Eduardo Flores-Ruiz at the Milwaukee County courthouse on April 18, 2025.

Flores-Ruiz, 31, had re-entered the United States illegally and was scheduled to appear before Dugan for a hearing in a state battery case.

Dugan was acquitted of a misdemeanor charge of concealing an individual to prevent arrest.

Dugan Defends Actions Before Sentencing

Before the sentence was imposed, Dugan defended her conduct and said she intends to “return to public service.”

“My acts that day were consistent with community concerns at the courthouse,” Dugan said.

“My judicial acts were not done with any malicious intent or to advance any personal interests.”

Dugan said the case cost her the judgeship.

“Since the government’s arrest of me, I was forced to retire,” she said.

“In January, I resigned from my office, so the constituents would have a judge in my branch to begin the year.”

She rejected both the criticism and praise she has received since the case became public.

“I have been cast as a scofflaw and as a hero,” Dugan said.

“I am neither. I am a public servant who was just trying to do my job.

“Your honor, I will not let those minutes on April 18, 2025, define my life’s work.”

Dugan resigned from her Milwaukee County circuit judgeship in January amid threats of impeachment from Republican state lawmakers.

Those lawmakers had described her as an activist judge.

Defense Says Dugan Already Punished

Several people testified on Dugan’s behalf before sentencing.

Rev. Gregory J. O’Meara, a Jesuit priest, lawyer, and law professor who met Dugan at the University of Wisconsin’s law school, praised her character.

“Hannah models what it means to be Christian,” O’Meara said.

He said Dugan had faced harassment since the case became public.

“We’ve made arrangements to hold services for her privately because she’s been hassled,” he said.

“I do not think there is a need for further punishment, deterrence, retribution or reform.”

Janine Geske, a law professor at Marquette University, said Dugan’s life was not “completely defined by her work.”

“She has been punished by being handcuffed… by being in the media… all she loves to do is share with others,” Geske said.

“She has lost her profession and her income, and she’s here humbly to ask you to give her the opportunity to return to the community.”

Dugan’s defense team had argued that she was shielded from prosecution because of her position as a judge.

Adelman rejected that argument.

Until this administration gets serious about going after the financiers of this with RICO, they can expect more of the same shenanigans. There seems to be no shortage of violent useful idiots.
