This is the most offensive reasoning possible. Each state sends people to Congress to represent their state. Not to represent outsiders. This is precisely analogous to Congressmen representing illegal aliens instead of US citizens. The system is designed by the Constitution to balance state's interests against each other with equal Senate seats and proportional House seats.

Redistricting to offset other states' seat counts is subversion of the Constitution.
