Unfortunately, there is little can be done to thwart such incidents, because there are just so many crazies out there who are willing to perpetrate such acts. Just how do you propose to accomplish that? There are 1 Billion Muslims in the World and a significant number of them right here in the USA. It might be possible to prevent any more from coming here (lots of obstacles to that) but I don't think there is any way that one could get rid of all the ones already living here. (If even that were desirable--it would disrupt some mixed families.)
