Suppressors will still be regulated as Title 1 firearms, like rifles, shotguns, pistols, etc. The Gun Control Act still defines a “firearm muffler or firearm silencer” as a firearm. The proposed legislation aims to remove silencers, short barreled rifles and shotguns from the purview of the National Firearms Act (Title 26 USC). So they will no longer be considered Title 2 firearms like machine guns or destructive devices but suppressors will still be regulated as firearms. So you’ll still need to fill out a 4473 to buy one, just like a rifle, pistol, or shotgun, you just won’t need to register it in the National Firearms Registry and Transfer Record or pay a special tax. This of course also means that you can’t sell them across state lines to a non FFL, and other restrictions such as with normal firearms, but this is still a huge step in the right direction. Just Don’t mistake the legislation for more than it is.
