Some GOP Donors Plot 'Draft Rubio' 2028 Effort

A group of Republican donors who support Secretary of State Marco Rubio have quietly begun talking about ways to boost his political future ahead of the 2028 presidential election, multiple sources told ABC News.

They described an emerging behind-the-scenes attempt to elevate him within the Republican Party and launch a potential "draft Rubio" effort following the midterms.

The discussions, according to those sources, are being driven by donors and surrogates who back Rubio, not the secretary of state himself, reflecting what some in Trump-aligned circles see as growing enthusiasm for Rubio's profile inside the administration.

However, in recent presidential elections, donor backing has not always directly translated to political success.

"Donors don't pick the nominee — the base picks," a senior Republican operative told ABC News. "Donors tried to abandon President Trump and tried to pick [Florida Gov. Ron] DeSantis, and we all saw how that went."

Rubio's profile has risen particularly since the war against Iran, with the secretary emerging as a leading face communicating the operation alongside War Secretary Pete Hegseth.

When President Donald Trump gave his top military commanders the green light to launch a sweeping attack on Iran, Rubio was not in Washington — he was already on his way to a makeshift Situation Room at Mar-a-Lago, where he monitored the first hours of Operation Epic Fury at the president's side.

Vice President JD Vance, who a year ago appeared to be the MAGA heir apparent for 2028, was in the Situation Room monitoring the strikes. They were dialed into a conference call line with Trump at Mar-a-Lago.

A spokesperson for Vance told ABC News that the vice president "remained in Washington to maintain operational secrecy and in keeping with the administration's security protocol to limit the president and vice president co-locating away from the White House."

Through the early days of the conflict, Rubio has continued to play a highly visible supporting role, remaining by Trump's side at Mar-a-Lago during those early days — a position that has fueled speculation that his stock was on the rise.

But Rubio's elevated profile amid the Iran strikes could also backfire, as early polling suggests the war is unpopular with most Americans: just 29% back the strikes, while 43% disapprove and 26% remain unsure, according to an Ipsos poll.

The same survey also shows that 64% of Americans say Trump has not clearly explained the war's objective.

Some administration advisers have been frustrated with Vance's close ties to critics of the Iran war, including commentator Tucker Carlson, sources said, and have grown closer to Rubio, viewing him as a leading figure across multiple fronts.

However, while some GOP donors aligned with Rubio have begun quietly discussing a potential 2028 bid, the secretary of state would face formidable obstacles against the vice president, who has spent the past several years working to consolidate support within Trump's Republican Party.

Vance has secured the backing of some of the most influential figures in the Republican Party, including the president's son, Donald Trump Jr., and Carlson.

Vance also has deep ties to major GOP donors from the tech world, including billionaires Peter Thiel and Elon Musk. The vice president has also been endorsed by the late Charlie Kirk's organization, Turning Point USA.

Rasmussen: Rubio Favorability Rises as Secretary of State

Nearly half of U.S. likely voters say they have a favorable view of Secretary of State Marco Rubio, according to a new Rasmussen Reports survey.

The poll found that 47% of likely voters view Rubio favorably, including 25% who say they have a "very favorable" opinion. That's an overall uptick from 45% a year ago, Rasmussen Reports survey results showed.

By comparison, 36% view Rubio unfavorably, while 16% remain undecided.

The results suggest Rubio's profile has strengthened as he takes on a central role in President Donald Trump's foreign policy agenda, including high-stakes efforts in Latin America and the Middle East.

Rasmussen also found that 36% of voters say that Rubio is doing a better job than most previous secretaries of state compared with 35% who say he's doing worse. An additional 18% say his performance is about the same.

Support for Rubio is especially strong among Republicans, with 71% viewing him favorably and 59% saying he is outperforming past secretaries of state.

By contrast, 73% of Democrats say they view him unfavorably, highlighting the partisan divide surrounding the Trump administration's foreign policy.

Among key demographic groups, Rubio performs particularly well with Hispanic voters, 64% of whom view him favorably — a notable strength as the Miami native with Cuban roots continues to play a leading role in U.S. policy toward Latin America.

He also holds a 44% favorability rating among white and Black voters, according to the survey.

Men are likelier than women to view Rubio positively, and voters in their 30s show the strongest support among age groups.

Conservative voters overwhelmingly back Rubio, with 75% expressing a favorable view.

The survey of 1,092 likely voters was conducted March 16-18 and carries a margin of error of plus or minus 3 percentage points.

Rubio's growing favorability at home comes as his international standing also appears to be rising.

A recent international survey conducted by AtlasIntel for Bloomberg News found Rubio is one of the most positively viewed political figures in Venezuela following U.S.-backed efforts to stabilize the country after the removal of strongman Nicolas Maduro.

Rubio has emphasized restoring order and supporting democratic elections in Venezuela, arguing that the country is already seeing signs of improvement after years of socialist mismanagement.

"I will say this without apology or fear: Venezuela is better today than it was eight weeks ago," Rubio said recently, pointing to progress while acknowledging more work remains.

The Rasmussen findings reinforce that Rubio's high-profile diplomatic role and alignment with Trump's America First agenda is resonating with a significant share of voters, even as critics continue to push back.

As global challenges mount, Rubio's standing among voters suggests he may remain a key figure shaping U.S. foreign policy and a possible 2028 Republican presidential candidate.

To tell yall the truth…. I rather see Marco run for POTUS than JD. Having said that I’m assuming it’s going to be a JD / Marco ticket .

At this stage, I see Rubio getting the nomination.
It is not any "right" that the VP has, and there is no other real "advantage" Vance has being the VP.

I think Rubio is actually a very good and solid candidate at this early point, rather than the past shit shows where McCain/Palin and Romney/Ryan being the "best" the Republicans could shove out on the stage nearly as an afterthought.

I would cast my vote for Rubio today, and let it ride. (being that it is a ways off).

There’s no doubt of JD Vance’s intelligence, anbility, and savvy but I think Marco has a distinct advantage in navigating the political world at large. I think Vance has a great future in governance but the more experienced Rubio might have an advantage in drawing in a larger spectrum of voters.

I think Vance is a capable VP - he does not seem to be leadership material. I know it's just impulse, but that low T/baby face just seems off.

IMO, right now, Rubio is the best Republican candidate bar none after Trump leaves office. Compared to Vance, DeSantis, etc. Rubio has it all; real experience, poise, extreme toughness and tenacity, solid MAGA credentials, and an ability to possibly appeal to moderates in the party. He has come a long way from Senator "Little Marco"

There are no term limits for the Vice President of the United States, meaning a person can serve as vice president an unlimited number of times. Unlike the presidency, which is restricted to two terms by the 22nd Amendment, the Vice President can seek reelection indefinitely.

I hope Rubio runs, but he may not want to go at it against JD Vance. They may decide to team up. We won’t know until after the midterms. They’ve still got some time to think about it.

Wouldn't these two nieces of Soleimani be executed in Iran for dressing like they are in the picture above? Isn't it against Allah to become westernized? Honor killings and all that? Now if these two are sent back to from where they came what is their life expectancy?

I really don't think it is productive at this point to talk about who is the next nominee for president will be. Rubio is the right guy doing his job now. I did not like him as a candidate the two times him ran. I doubt that will change. One job is totally different from the other. Lets see how it plays out over time.

I agree that independents and Spanish speaking voters are going to love Rubio if he can get the nomination.

It would not surprise me in the least if one day he ends up as a Cuban president/king/governor of either our closest over water state or country. He impresses me a lot more than VP JD. And may be why we are seeing our VP so much lately.
