In AZ you can be pulled over for having any part of the the word "ARIZONA" on your plate obscured by a frame. It's just a police tactic (i.e. police lobbied for the law) for having PC to pull you over. Everyone in AZ, and especially cops, knows what an AZ plate looks like. The most that any frame could really obscure is the reg. expiration decal. But ... if you drive with no registration or insurance, you can expect big problems just about anywhere in the US.

I guess I chuckle a bit envisioning the Commissoner watching that video evidence, knowing it is now public knowledge, and realizing she likely just ruined her career. The ironic frosting is that she was Chairman of Ethics at the agency.

I give the officers involved a LOT of credit for their restraint with her. When she walked up and stated that she is a "resident, a concerned citizen, & friend of the Mayor" they knew she was going to be a problem. I don't know of any LEO, anywhere, that is obligated to provide any information on an investigation to an individual based on any of those criteria.

Granted, his patience and he rolling camera sealed her fate, so debating with her did have a desired result. However, IMHO, he could have pulled the 'safety' card earlier and told her to gather the kids, depart, and contact his supervisors and sent her down the road.
