Interesting. I saw the video with no explanation and was somewhat skeptical. I searched and found an article about it. Climb starts about the 1:40 mark.

Pretty amazing, but seems like an unnecessary risk for both the guy 30' up without fall protection and the guys lifting are vulnerable to gun fire. The guy is pretty FUBAR if the lift team drops him while taking gunfire.

A number of the tactical teams in Asia have demonstrations like this. Recall seeing a Korean team repel down with the rope tied to their feet.
