The real shame is that this was preventable. This POS had raped before, the school board and super knew it, and still allowed him in the school. Rapists never stop raping until they are either incarcerated and killed. Once released from prison, rape is the first thing on their agenda.

And the asshole superintendent blames Trump's Title IX changes for their attempt to bury the story. The Title IX changes were implemented to ensure due process on college campuses, where unsubstantiated accusations of rape got young men expelled and blacklisted without due process. And in most of those cases, police were not notified and no physical evidence was collected, so the "punishment" was only procedural at the university's discretion.

In this case, police were notified, they did get physical evidence corroborating the story and charges were filed. That should be the standard process - if rape (or any crime) is accused, police are immediately called and they perform the investigation. And that is the law, so failure to notify police is a criminal offense by the school.

I will say that I have no reason to believe at this time that any missing reports were due to an intent to hide any information from the Virginia Department of Education,” he said, blaming an alleged “lack of oversight” that was in place before he was appointed in June, even though he served as interim superintendent starting Jan. 1.

Ziegler appeared to be responding to a report by The Daily Wire that the district failed to record multiple instances of alleged sexual assault even though it’s required to by state law.

Ziegler said during a school board meeting on June 22 that he was unaware of any record of assaults happening in the district’s restrooms, nearly a month after a girl was allegedly raped by a male in a bathroom at Stone Bridge High School.

State law says that reports “shall be made” to school and district authorities regarding all assaults on school buses, on school grounds, or at a school-sponsored activity.

State law also directs district superintendents to annually report such incidents to the Virginia Department of Education (VDOE). But a public database of reports showed at least one assault that was not reported to state authorities.

A Loudoun County Public Schools spokesperson declined to comment on Ziegler’s Friday remarks but did not dispute the characterization that Ziegler acknowledged state law was not complied with.

Superintendents who fail to comply or secure compliance with the reporting requirements are subject to sanctions.

A VDOE spokesman told The Epoch Times in an email that the agency has reviewed the submissions made by Loudoun County Public Schools (LCPS) concerning discipline, crime, and violation “and is in communication with LCPS regarding the accuracy of their reports and whether the division is in compliance with state reporting requirements.

The spokesman confirmed that the submissions are required annually and that superintendents are required to certify their accuracy.

“This is a matter that VDOE takes very seriously and is actively investigating discrepancies in the LCPS reports,” he said.

In his statement, Ziegler said he made misleading comments during the June meeting. He said his remarks came after wrongly interpreting a question about incidents in bathrooms as only involving transgender or “gender-fluid” students.

“I regret that my comments were misleading and I apologize for the distress that error caused families. I should have asked Board Member Barts clarifying questions to get to the root of her question, rather than assuming what she meant. I will do better in the future,” he said.

He also apologized for how the district handled two recent alleged assaults. “Let me say to the families and students involved: My heart aches for you, and I am sorry that we failed to provide the safe, welcoming and affirming environment that we aspire to provide,” he said.

A spokeswoman for father Scott Smith said in a statement to news outlets that Ziegler’s statement on behalf of LCPS “is the first acknowledgment that we have had that they are in fact responsible for their bad decision-making and policies that resulted in the two sexual assaults that happened in our high schools.”

“Today, Superintendent Ziegler said what we already knew: that the actions of the Loudoun County School Board and Administration ‘failed to provide the safe environment’ for the Smith’s daughter,” an attorney for the family added, before accusing LCPS of prioritizing “misguided policies of political correctness over student safety.”

Ziegler’s statement came as the county’s education leadership is under heightened scrutiny, in part because the board passed a policy that forces LCPS staffers to address students by any pronoun they choose, and lets students who claim to be another gender use that gender’s facilities.

The policy drew a fiery response at the June meeting, which was disbanded after Smith and another parent were arrested.

Smith recently revealed that his daughter was allegedly raped by a male inside a girl’s bathroom in her high school. He has described the male as utilizing the softness toward transgenderism to get inside the facility.

Smith has accused district leadership of covering up the assault.

The Loudon County Sheriff’s Office confirmed to The Epoch Times an incident took place in May at Stone Bridge High School but declined to provide more details, citing an ongoing investigation. It also declined to confirm reports that the same male was behind a sexual assault that took place at a different LCPS high school in October.

A Freedom of Information Act request seeking more details on the incidents and the arrest of Smith was sent.

LCPS told The Epoch Times earlier in the week via email that school board members “are typically not given details of disciplinary matters” and were not aware of the alleged rape until it was reported on in media outlets.

A member of the school board facing a recall petition resigned from the board on Friday, and attorneys for the Smith family filed a lawsuit this week against the district.

I think as horrible the actual rapes that happened, covering up the crime in the first place in order to protect the bathroom policy is even more horrible. The people responsible for covering it up ought to be thrown into prison and in the places where they'd be likely to be raped themselved.

The Loudoun County prosecutor who sought jail time against a father who was arrested at a school board meeting after his daughter was allegedly sexually assaulted in a school bathroom has ties to progressive megadonor George Soros and Democratic Virginia gubernatorial nominee Terry McAuliffe.

Loudoun County Commonwealth's Attorney Buta Biberaj was described in the explosive report by The Daily Wire as the "progressive" elected county prosecutor who ran on a platform of ending "mass incarceration," but yet she sought jail time for disorderly conduct and resisting arrest, both misdemeanor charges, against Scott Smith.

Smith was arrested during a June 22 school board meeting several weeks after he says his daughter was raped by a gender-fluid student in a school bathroom. The student, a 15-year-old boy, was charged in that case with two counts of forcible sodomy and later arrested. He was then fitted with an ankle monitor and transferred to another school in Ashburn, where he was accused of committing another sexual assault against another female student in October.

Biberaj told Fox 5 on Friday the decision to transfer the student to a different school came because he didn’t have a prior history of such behavior at the time, and she asked the public to "be patient" and refrain from judgment until "all the facts" in the case come to light.

Meanwhile, Smith’s attorney has announced plans to sue the school district over its handling of the case and his own arrest at the school board meeting. He was sentenced in that case to 10 days in jail, all suspended, contingent on a year of good behavior.

According to The Daily Wire, Biberaj appeared in court to personally prosecute Smith , despite knowing the details of the case involving his daughter. Smith’s attorney Elizabeth Lancaster told the outlet that she’s known Biberaj for "years" and was shocked when the charges against Smith weren’t dropped.

"The idea that they would actually be seeking jail time, I’d guess in my 15 years the number of times I’ve seen that happen would be zero," Lancaster said. "The idea that this is a person who we need to put in a cage was astounding to me given the social justice reform she was pushing. I was blown away."

The Daily Wire’s article appears to suggest Biberaj motives for prosecuting the case are political, claiming she is "known for leniency and alternatives to incarceration" in other cases. She came under fire earlier this month for dismissing of hundreds of domestic violence cases after an accused wife-beater out on bond allegedly murdered his wife with a hammer. An advocacy group called Virginians for Safe Communities is leading a recall effort against Biberaj because of that case, the Washington Free Beacon reported.

Biberaj did not immediately respond to Fox News’ request for comment.

Biberaj was one of several Soros-backed prosecutors elected in Northern Virginia in 2019 after her campaign received more than $860,000 from Soros' Justice and Public Safety PAC. She is a criminal reform advocate and member of a group of the commonwealth’s attorneys called Virginia Progressive Prosecutors for Justice, which calls for eliminating mandatory minimum sentences and cash bail.

Biberaj is also a close ally with McAuliffe , who reportedly accepted a $250,000 contribution from Soros for his campaign in August. Biberaj, who has praised McAulliffe as being "part of the progress" that Virginia needs, joined the former Democratic governor as recently as Oct. 2 at a campaign event in Leesburg.

McAuliffe, who is running against Republican gubernatorial nominee Glenn Youngkin, has previously praised Biberaj as a "champion" for criminal justice reform. He fundraised and campaigned for her in 2019, saying she would bring "real criminal justice reform" to Virginia.

McAuliffe’s campaign did not immediately respond to Fox News’ request for comment.

In an Aug. 6 email, Superintendent Scott Ziegler requested multiple LCSO deputies, a "five-person Quick Reaction Force (QRF)," undercover LCSO deputies at the administrative building, a special operations team on standby and several other provisions.

Sheriff Mike Chapman responded that same day by arguing that Ziegler's requests were extraordinary given that the Loudoun County School Board had already set up several security measures of its own. According to Chapman, that included 10 armed security personnel and magnetometers for people entering the building.

Chapman wrote: "[Y]our request is extraordinary and would likely constitute LCSO's commitment of a minimum of approximately 65 sworn deputies. Despite this, you fail to provide any justification for such a manpower intensive request."

Chapman confirmed to Fox News that he bolded the words "extraordinary" and "any justification" in the email for emphasis. Ziegler did not respond to Fox News' request for comment.

In his email response to Chapman, Ziegler said he was "surprised" by Chapman's "reaction to our request as it mirrors the resources and support that LCSO provided on June 22."

He added: "I agree with you that LCSO is the expert on public safety and law enforcement, so the request and deployment of LCSO resources mirrored those of June 22 – a plan developed by LCSO."

A letter from August also details a phone conversation in which Chapman purportedly defended his decision not to provide additional security. Notes provided by Loudoun County Public Schools (LCPS) show that Chapman thought the school board was asking LCSO to clean up what he apparently thought was a mess.

"School board is firing people up and calling LCSO to clean it up," read a note from Kevin L. Lewis, LCPS' chief operating officer who wrote the letter.

Chapman, according to the letter, also said the school board unilaterally decided to limit public comment and beef up its security without consultation from LCSO.

The list of notes also included the following bullet points: "The plan for Aug 10/11 puts LCSO in same position and I won’t be put in that position again." Chapman purportedly added that he believed people should "have been allowed to speak (reference to the June 22, 2021 School Board meeting)."

"School board is being dismissive of people they don’t agree with," another note read.

At the Jun. 22 meeting, one of the attendees was arrested in a dramatic scene with footage that made national news. The Daily Wire later reported that the man arrested was a father whose daughter was allegedly sexually assaulted in a high school bathroom.

Some residents have worried that incidents like that will increase with the passage of a gender-related policy on bathrooms and other facilities.

In years past, I attended school board meetings as a member of the press, and they were most mundane, benign things once can imagine.

And now, these fools want security forces on a par with that provided to visiting heads of state!

Chapman is former DEA and a straight shooter. He's been a terrific sheriff here (a county where he has both the traditional police responsibility and court/process serving duties). The LCSB and LC BoS don't like him because he's a Republican; they don't care about his record. The current BoS wants to strip the LCSO of police duties and put a dedicated police force directly under their control and not under an elected sheriff.

Things are getting spicy here...we've made plans to move south within 5 yrs, if it continues down this path.

Item: The Daily Caller reports that Loudoun County is requiring parents to sign a non-disclosure agreement before it will let them view a curriculum provided to it by “Second Step.” Part of Second Step’s curriculum addresses “anti-racism,” a term coined by radical race-mongering activist Ibram X. Kendi. It also provides a “common language” to “create lasting systematic change.” The curriculum borrows from “Learning for Justice,” the education arm of the radical left-wing Southern Poverty Law Center, as well.

As a condition of reviewing the curriculum — something that should be an unconditional parental right — parents must agree that the presentation of the material is “not a public event” and that “copying, broadcasting or recording of any kind is prohibited.” According to the Daily Caller, presentation of the curriculum must be in-person. The Daily Caller also reports that the agreement between the school district and Second Step purports to exempt the curriculum from Virginia Freedom of Information Act requests.

The Second Step curriculum is used in other jurisdictions throughout the country. A glimpse into its radicalism comes from a Utah teacher who resigned rather than subject his students to it. The teacher, Sam Crowly, said he could not “in good conscience” present material that “teaches students that their parents are ‘roadblocks’ to their goals, material which contains propaganda, and encourages students to become activists.”

Today, the mother of the boy came forward to speak with the Daily Mail about the incidents, but rather than showing any empathy for victims – she slammed them while defending her son.

"He's a 15-year-old boy that wanted to have sex in the bathroom, with somebody that was willing," she stated, seemingly neglecting the fact her son had been convicted of rape, "And they're twisting this just enough to make it a political hot button issue."

She went on to blame the victim in the first case for her own sexual assault, saying "If I was in a position where I was about to be raped, I would be screaming, kicking, everything ... You're 15. You can reasonably defend yourself. You're not just going to sit there and take it."

The woman admitted that her son has run into trouble prior to either of the sexual assaults he committed this year, including sending nude photos of himself to a girl in fifth grade. But even when confronted with those details which had been uncovered by reporters, she pushed back unapologetically.

"What are they trying to do? Did they hire an investigator to dig up everything and ruin him for the rest of his life?"

The boy's mother said that he had sodomized the girl in the first incident "by accident," going on to claim that "[he] said he was intending for vaginal and it ended up for 10 seconds as anal."

The boy allegedly identifies as "pansexual" and enjoys gender-bending using his clothes, but allegedly does not identify as transgender according to his mother. A recent photo revealed of him shows him wearing a skirt, as well as a leather choker that says "kitten." In the photo he is standing in front of a number of pride flags – including ones for pansexual, asexual, and LGBT people. The photo was first published by the Daily Mail, but was apparently removed in an upated version of their article.
