In my neck of the woods one major city has drafted new citizen interaction policies to be put forth later this year. Basically would involve any citizen contact by patrol officers to only occur upon arrival of a supervisor or be necessary to prevent a life threatening crime. In essence if an officer wants to do a terry stop or approach a suspect involved in a crime in progress the officer must radio for a supervisor response, and only make contact when said supervisor arrives. The supervisor would be responsible for reporting to the station commander why he or she allowed the encounter, what was the outcome and what were the reasons for a punitive outcome such as an arrest or summons. In a motor vehicle stop the officer stopping a vehicle must give the description including ethnicity of the occupants and state over the air the reason for the stop. A patrol supervisor must respond and decide what the outcome of the stop will be and if it was justified. When the officer approaches the operator, he or she must give full name, badge and ID numbers, station assignment and the exact reason for stop The officer can request the DL and registration but no demand to produce such shall be made or enforced until a superior is on the scene; at the conclusion of the stop the motorist will be given a card with IA, DA’s Office and professional responsibility offices contact info to report the officer and rate the interaction or complain. The form will be kept in the officers file for future uses. The Supervisor who responds must approve whether a warning, citation or arrest will be made. Like in the other circumstances the supervisor must justify in writing to the commanding officer the reason for the action. In essence a way to end policing without disbanding the police. | |||

I'm not sure if you're just screwing around with those comments. We've seen a good example of what human nature in these cesspool cities looks like, so its very easy to see what will happen if you remove the cops from the equation. That, and the elected morons running places like Minneapolis couldn't handle a wet dream without screwing it up, so they have 'zero' chance of getting anything right when it comes to enforcement of law (though I don't really think that's one of their goals). ----------------------------- Guns are awesome because they shoot solid lead freedom. Reference medical and psychiatric professionals responding on drug and mental calls rather than police, I would have been all for it before I retired from police work. Thing is, these professionals did not come in to a situation, until we made it safe for them. Even then, we much more often than not, were required to go to the ER, sometimes for hours, to keep the professionals and ER personal safe, while while the professionals decided whether their patients needed to go into voluntary or involuntary treatment or were OK to to released. Often they had committed crimes, and if medically released, we had a place for them to stay until they saw a judge the next morning... BTW, as a patrol sergeant in the big city, even before today's Leftest identity politics environment, citizens complaints about officers, and my having to investigate each and every one, was the worst part of my job. IA only investigated the very big deals. Now if,as proposed in Boston, an officer could take no action till a supervisor responds and a commander is notified, we'd need many thousands of new sergeants and commanders, or tens of thousands fewer officers. In other words, any effective police work would grind to a halt in a bureaucratic quagmire. But of course, that result does seem to be desired by a significant percentage of the population....ymmv NRA Life | |||

Yes, the police in these areas will be defunded. It is only a matter of whether the city councils do it intentionally or if happens due to lack of tax revenue. This is the Detroit model. The area becomes unsafe, and people with a choice on where to live leave, causing a crash in property values, a bunch of foreclosed non tax revenue generating properties become eyesores, accelerating the effect, and more people leave. As this happens, the revenue sources for the local government dry up, and the police (along with everything else) are defunded. Detroit is so broke DPD cant afford gas for patrol cars at sometimes. I actually agree with defunding your police department if you want to destroy your city. the alternative model (Baltimore) where you just incentivize the cops to stop working and continue to pay them is much more expensive and ends at the same result. It's a big country, if some cities want to self destruct, the people who enjoy that will self select to participate and everyone else can move elsewhere.
