Based on their behavior in the Houston consulate, they will arrest people until they get a nasty surprise. At the same time, what's the difference between arresting someone and 'encouraging' them to 'voluntarily' fly back to Red China by threatening their families? And to hell what New York City does - if they can afford to maintain so many foreign offices (and I don't think that's a municipality's role) then they can afford to quit holding their hand out for more and more federal dollars. | |||

Are these offices with actual staff or are they simply a liaison with one or two officers working on very specific intel/info like counter terrorism, human & drug trafficking etc. I know some dept's have an exchange program with counterparts in other countries as well. One for one exchange for six months or whatever. But an actual station? what does that even look like? | |||

In the 90s, they had dozens of "Defense Attaches" at their NYC consulate... because, y'know, the extensive military cooperation between the USA and PRC. No, because they were MI. In the open, with diplomatic protection. They became more numerous in the 2000s. There's no pretense anymore. This is just the People's Armed Police getting into the game like their military counterparts. We at least make an attempt at hiding our spies. | |||
