Don't think the HOA was the issue, it's the "hotties" aka the woman in white that's making the complaint that the HOA should do something. It would have to fall under something in the covenants that prohibits lewd behavior, but she should just video the guy for a week, turn it over to FB, Instagram, and the local police if there are kids in the area and let the cops visit him to make sure he's not some sexual predator.
