IIRC several years back there was a thread with a story and a guy doing just that, waiting on younger girls walking by to school so he'd open the front door and stand behind a glass outside weather door in his skivies, there was some questions about 1A vs. Obscenity laws. There could be some rules in the HOA that they could use to try and put a stop to it, we have a nuisance rule that might apply in this case since it's upsetting several woman and causing problems, but we don't have a NutHut rule. |

I think context is important, and I definitely do not have any context around this story. She could be a busybody peering out her window waiting for Dale to emerge. Or it could be the other way around. For instance, she may garden in her yard and may tend to her flowerbeds in her front yard on a regular basis. And it may be Dale that waits for her, and/or other ladies, to come outside so that he can do his show. He may actually be the one harassing others. Regardless, it is obvious that Dale is an exhibitionist, and he somehow believes he looks good. But that is a neighborhood with small lots, so everyone is crowded together, and Dale's behavior is eye pollution for anyone engaging in a walk, or sitting on their front porch, etc. . |

| It occurred to me years ago that there are far more people than I had previously believed that just don’t think right. For whatever reason Dale thinks his display is socially acceptable or if not, he doesn’t care enough to conform to norms. Fine. He’s only guilty of having poor judgment. I wonder why the lady can’t just avoid him. Does she live so close to the mailboxes that she can’t avoid seeing him when he’s out? I’m not blaming her beyond what I would do if I were her. Or maybe the outrage of his poor judgment is great enough to trigger her to semi obsession. Can an HOA create rules to stop this? They do see to be omnipotent.
