Curiously, ALL of the other Emergency Vehicles were on the opposite side of the highway, AND there was NO marked crusier behind the flatbed that was parked in the fast lane, which 'might' have averted the 'Dues of Hazard' moment...OOPS!

Thought the same, silver flatbed, grey roads, lights blocked, parked in the lane, guessing there's gonna be some lawsuits forthcoming....
She may not have been on the phone, lots of accidents happen around other accidents, people seem attracted to the flashing lights, plenty of folks have run into Troopers cruisers when they have pulled a vehicle over on highways.

Maybe not talking on the phone, but getting it out to take pics of the action in the oncoming lane to post on utoob? Same phone, same result.
