Sooo....Is Bill Clinton the commander of the submarine? Or is he the fleet spokesman? In my experience, the "captains" of submarines were most often Commanders (O5) and less common Captains (O6). The article does not seem to be clear on this...not that it makes a difference...at this point!  | |||
