My general rule of thumb for services and labor:

-if the job requires investment up front on their part for parts, materials, or tool rental, I will pay that.

-I will not pay a deposit toward labor, but instead will settle up with you at the end of the job. If it's a big job (i.e., an addition on the house, etc), I will pay you a contractually agreed upon draw, never to exceed 80% of the total.

I've found that when 20% of their labor money is tied up with me until I'm satisfied, they do a better job.

In this case, my policy of no $$ at all if you don't finish the job, told to him up front, would have prevented any misconception about how much his wants or don't wants matter to me...

My take too.
I would have not paid anything until he completes the job.

Seems that all the "review" threats just made things worse.

My take is that I would NOT call the cops.
This is such a little problem and calling the PO PO is just a bit overkill, IMO.
Let them work on real crimes.

I would disagree, if his "friends" show up and god forbid the OP has to defend himself the report shows that he did the right thing and still had to kill/wound the POS.

I was initially unsure about calling the police because the threat was not "I'll kill you, you bastard!" I talked about this with the responding officer and he had no doubts about it: It was a threat. You take threats seriously.

Interesting follow up: I called another guy who pressure washed my deck a year ago, and he said that he'd finish the job. But he did want to look over the house again before he gave an estimate, and said he would try to stop by some time this week.

I'm getting myself some dinner and my dogs (attack dachshunds) go ballistic, barking at the French doors that open on to the deck. I can see somebody out there, a guy, heading toward the doors. I drew my pistol, holding the muzzle pointed downward. (When bad stuff happens I am cool as a cucumber when it's happening. Afterward I get the shakes.)

It was the guy who agreed to finish up the work. He was nearby and decided to check it out....

Always positively identify your target. Whew.

(I didn't tell the poor bastard that I nearly drilled him.). Big Grin

Jim and downtownnv: I'm deeply offended that you would see me in such stereotypical terms! Deeply! Offended! Roll Eyes

I grew up with guys who would have taken care of this quickly and thoroughly. But I live in a different state now-- in every sense. Razz. Big Grin

My thinking as well, unless justjoe lives in a huge castle. I used to power wash my own house and driveway, all in one day.

Not that you need to pile on now but if needed, PA requires a PAHIC License to do that type of work. I'm assuming he does not hold that license. The same AG Consumer division would be the one to have that discussion with him as well.

You could have responded:

If the visitors are coming to finish the work I'll pay you in full. If the visitors have less than honorable intent, send people you don't mind never seeing again.

I agree with dewhorse's take. It's probably a playground threat but with all the loonies today you never know. A CYA thing.

Also and this is probably overthinking but make sure that no liens are filed against your property. Probably not worth his time and money to do so but by checking you are keeping honest(?) people honest, Wink

I know EVERYONE is in CYA mode.
My take is that this is a little minor disagreement that is escalating for no reason.
It goes like this:
* Power Washer does not finish job.
* Home Owner is upset.
* Starts with "review threats"
* Power washer responds with vague distant threat.
* Home owner get "scared" and calls PO PO

Regardless of the fault it never should have happened if some common sense and restraint was used in this very minor business deal.

Otherwise go CYA. Eek

"You are getting visitors" is not that vague or distant a threat. As I said earlier in this thread, I asked the responding officer, and he was very clear about it: This was a threat. You take threats seriously.

You apparently are not fazed by threats from strangers, and I'll leave it to you to respond as you see fit should it ever happen. Me, I listened to the advice that came in here, and I'm glad I called the PO PO.

"You are getting visitors" is a threat, but not a criminal threat. Perhaps the visitor being referred to would be a sheriff's deputy serving you papers for a small claims lawsuit, or even perhaps coming to arrest you for a theft of services charge.

I get "threats" like this all the time and don't bother the police with them. Maybe they're serious, maybe they're not, but there's nothing a report to the police is going to do to stop whatever some crazy person has in mind. Ultimately it does little or nothing to protect you in the end should you need to defend yourself.

I know it makes some people feel better, and as a taxpayer it's certainly your right to do so. I just don't see the value in it.

Pretty vague if you ask me.
I guess it is how you interpret it.
Some people get scared by a mean look.
Others need something more definite like "I'm going to .... you".

Me, I would have just not paid him until he completes the work.
IMO, the best conflicts are the one you avoid.
Doesn't mean you're a pussy - just makes you smart.

I think that the value in it is cumulative. If the person issuing the threat has a habit and police record of doing so, then reporting it can be useful. I think it is also useful if you have to defend yourself in the future against an assault by that person. As an official record made at the time of the threat, it will likely be admissible as evidence in any legal action. Not determinative by any stretch, but useful.

Or you can revert to the old standby: "Ok, but if you come visit, I will shoot you so many times there will be nothing left of you but shit and foodstamps."

"I vowed to myself to fight against evil more completely and more wholeheartedly than I ever did before. . . . That’s the only way to pay back part of that vast debt, to live up to and try to fulfill that tremendous obligation."
