I'm guessing, but The George Floyd Protests® have resulted in less policing of crazy bastards on the streets, thus the local citizenry has been forced to act to protect itself, with this being the logical and foreseeable outcome.

In big blue cities the pull-back of policing after Michael Brown, the further pull-back and the de-funding of police after George Floyd, have created the situation we're in today. So yes, in a sense, the death of George Floyd helped create the situation we're in right now.

Most people in NYC know the cops aren't coming, and when they do, they know that perps likely wont be prosecuted.
