After rescinding a series of sanctions imposed by former president Joe Biden on a group of Israeli settlers, President Donald Trump announced on Wednesday that the Yemeni Houthis would be redesignated as terrorists. Former President Joe Biden had decided to lift the designation from the group to facilitate the delivery of humanitarian aid to Yemeni civilians through U.N. organizations and other groups. The move against the Houthis was welcomed not just by Israel, which has been suffering attacks by the terrorists for over a year, but also by the United Arab Emirates and Saudi Arabia. Shortly before the announcement, Trump held his first phone call with a foreign leader since retaking office, calling Saudi Crown Prince Mohammed bin Salman (MBS) in another signal of the importance of the Middle East for the new administration. MBS told Trump his country would increase its U.S. investments by $600 million over the duration of the new administration’s term in office, according to the Saudi state news agency. The two leaders probably also talked about the defense agreement between the U.S. and Saudi Arabia that has been in the works for several years, and which could also include an expansion of the Abraham Accords through a peace agreement between Israel and the Saudi Kingdom. In a rare Knesset appearance on Wednesday, Israel’s Strategic Affairs Minister Ron Dermer said that negotiations are continuing but denied Israel had promised to accept a Palestinian state in exchange for peace with the Saudis. “About a Palestinian state – there is no such promise at all,” Dermer said. Saudi Arabia has been fighting an on-and-off war against the Iran-backed Houthis since 2015. When the group started attacking Israel in declared support of Hamas in Oct. 2023, it also began launching strikes on commercial shipping off its Red Sea coast, attacking ships purportedly connected to Israel, but also to Saudi Arabia and the UAE. “As a result of the Biden administration’s weak policy, the Houthis have fired at US Navy warships dozens of times, launched numerous attacks on civilian infrastructure in partner nations, and attacked commercial vessels transiting Bab al-Mandeb more than 100 times,” Trump’s designation order read. The order also instructed the State Department and USAID to review all the aid flowing to Yemen with the goal of canceling any aid that could benefit the Houthi terrorists. Working with its regional partners, the U.S. intends to “eliminate the Houthis capabilities and operations, deprive them of resources, and thereby end their attacks on US personnel and civilians, US partners, and maritime shipping in the Red Sea.” After markedly ramping up their attacks on Israel in the weeks leading up to the ceasefire between Hamas and Israel, the Houthis have since stopped their attacks. Department of Justice freezes all civil rights division cases: report By Greg Wehner , David Spunt | Fox News Published January 22, 2025 9:41pm EST The U.S. Department of Justice (DOJ) sent a memo to its civil rights division, ordering a freeze to all ongoing litigation originating from the Biden administration and halting the pursuit of any new cases or settlements, according to reports. The Washington Post first reported that a memo sent to Kathleen Wolfe, the temporary head of the division appointed by the Trump administration, instructed her to make sure attorneys do not file "any new complaints, motions to intervene, agree-upon remands, amicus briefs, or statements of interest." As to how long the freeze will last, the memo does not say, though it practically ceases the division until President Donald Trump’s nomination to lead the department, Harmeet Dhillon, is confirmed by the Senate. The publication also reported the freeze was "consistent with the Department’s goal of ensuring that the Federal Government speaks with one voice in its view of the law and to ensure that the President’s appointees or designees have the opportunity to decide whether to initiate any new cases." A source familiar with the memo confirmed its contents to Fox News. The DOJ had no comment on the matter. Wolfe was also told in another memo that the division must tell the chief of staff of the DOJ about any consent decrees finalized by the division over the past 90 days. Earlier this month, a Kentucky judge declined to immediately sign a police reform consent decree forged by the DOJ and the city of Louisville during a hearing one courtroom participant described as a hasty attempt by the Biden administration to hamstring incoming President Trump. But federal Judge Benjamin Beaton refused to be a "rubber stamp" for a 240-page reform plan prompted by the 2020 police-involved shooting of Breonna Taylor, according to Oversight Project counsel Kyle Brosnan. Taylor was killed in a hail of police gunfire after Louisville officers sought to serve a drug warrant at her boyfriend Kenneth Walker’s house. Walker fired a "warning shot" through the door and struck Officer Jonathan Mattingly in the leg. A consent decree, Brosnan noted, is different from other legal agreements in that it cannot simply be reversed by presidential order or a change of heart by one of the parties involved. The consent decree alleged a pattern or practice of racial bias in Louisville policing, including in traffic stops, sexual assault probes or use of force. There are at least two other police reform consent decrees going through the legal process, one in Maryland and one in Minnesota. On Jan. 6, the DOJ reached an agreement with Minneapolis, which still requires court approval, to reform the department’s "unconstitutional and unlawful practices" allegedly counter to the Americans With Disabilities Act and 14th Amendment. In October 2024, the feds sued the Maryland Department of State Police alleging Civil Rights Act violations. "The United States claims MDSP violated Title VII when it used a certain physical fitness test and a certain written test to hire entry-level Troopers because the tests disqualified more female and African-American applicants than others and were not job related," a court document states. The Alien Enemies Act of 1798: An Explainer of the Law Trump May Invoke The act allows the government to detain or remove foreign nationals without a hearing in times of war or invasion. By Darlene McCormick Sanchez | January 22, 2025 President Donald Trump is considering employing a centuries-old law to expedite the deportation of foreign national gangs and cartel members to help secure the U.S. border. On the campaign trail, Trump pledged to “invoke the Alien Enemies Act of 1798 to target and dismantle every migrant criminal network operating on American soil.” The Alien Enemies Act is part of the larger Alien and Sedition Acts, which Congress enacted during John Adams’s presidency when the United States was on the brink of war with France. It is a sweeping law that, when invoked, grants the president extraordinary power. On his first day in office, Trump signed 10 border-related executive actions, including an executive order that states that the president may invoke the Alien Enemies Act to stop “any invasion or predatory incursion against the territory of the United States by a qualifying actor.” Two conditions must be met to invoke the Act, said Joshua Treviño, chief transformation officer for the Texas Public Policy Foundation (TPPF), a conservative think tank that analyzes policy. First, there must be a war, invasion, or predatory incursion of U.S. territory. Second, the invasion or hostile act must be committed by a foreign government. The Alien Enemies Act has only been invoked three times in more than 200 years. It was last used by President Franklin D. Roosevelt during World War II to create Japanese internment camps after the 1941 attack on Pearl Harbor. The internment camps have since been condemned by civil rights groups. The act was initially used to stop French people in the United States from agitating for war. Based on that scenario, Treviño believes terrorist groups acting as foreign powers or operating in association with foreign governments could meet the requirements needed to invoke the law. “When you look at cartel activity, then we are being invaded,” he said. At the time, Biden’s order reversed a ban on transgender service members that Trump ordered in 2017 during his first term. “It shall be the policy of the United States to ensure that all transgender individuals who wish to serve in the United States military and can meet the appropriate standards shall be able to do so openly and free from discrimination,” Biden’s executive order reads. That order was one of dozens rescinded by Trump in the early hours of his presidency. The action does not have an immediate effect for transgender troops currently serving, said Adele Scheiber, communications director for the Modern Military Association of America, which advocates for LGBTQ service members. Trump has not instituted a new ban, but the repeal of Biden’s policy clears the way for one, Scheiber said in a video statement Tuesday. “This paves the way for a new ban on military service, but as of today nothing has changed,” she said. President Donald Trump’s latest executive action will cut off federal funding to any learning institutions that mandate diversity, equity, and inclusion (DEI) provisions or hire contractors that engage in such practices. According to the Jan. 21 order, titled “Ending Illegal Discrimination and Restoring Merit-Based Opportunity,” any schools that receive federal money, including funds for special education programs and low-income student populations in K-12 schools or federal student loan programs (Pell grants) in colleges and universities, will be issued guidance for complying with this mandate within 120 days. The Attorney General, U.S. Department of Education, and Office of Management and Budget (OMB) have also been assigned to identify the “most egregious and discriminatory practitioners in each sector of concern.” The Department of Education is asked to identify up to nine potential civil compliance investigations pertaining to colleges and universities with endowments exceeding $1 billion. That list could include all Ivy League institutions, several elite private schools, and large research-based public universities across the country. “Illegal DEI and DEIA policies not only violate the text and spirit of our longstanding Federal civil-rights laws, they also undermine our national unity, as they deny, discredit, and undermine the traditional American values of hard work, excellence, and individual achievement in favor of an unlawful, corrosive, and pernicious identity-based spoils system,” the order stated. “Hardworking Americans who deserve a shot at the American Dream should not be stigmatized, demeaned, or shut out of opportunities because of their race or sex.” The measure would also impact the Council of Higher Education Accreditation and the many college and university credentialing agencies it oversees.
