California – Federal Judge Roger T. Benitez of the US Dist Court Southern District of California on 3/29/19 ruled (1st Link Below) that section 32310 (2nd Link below) of the California code was unconstitutional. Late yesterday the same judge ordered a stay (3rd Link below) on his order effective 5PM 4/5/2019.

Utah – Effective or about May 24 is HB 243 which will allow those who can legally possess a firearm and have obtained a protective order can legally carry for 120 days from the date of the order. In that time they are expected to apply for a carry permit.

Idaho – HB 206 has been signed by the Governor and beginning July 1, 2019 Idaho Residents 18 and older can carry a concealed handgun in all places those with a valid permit can carry. Idaho already allowed Idaho residents 21 and older to carry in all places but didn’t allow those 18 – 20 to carry inside the boundary of cities. That wasn’t all though. The next day another bill got voted on and passed which made a few more word change to the same section of Idaho Statutes. Not sure what happened but you can see both bills below and see that taken together there was not that much of a change but the changes made by both were major. Idaho also made the legal blade length 50% longer and made it 6”. HB 0199 has that change.

Montana – The Governor has signed HB 0155 that goes into effect immediately that preempts all knife laws in the state of Montana. Most people who carry a firearm carry a knife. www.Handgunlaw.us maintains a listing of knife laws by state and gives links to over 500 cities across America and their knife code. Keeping abreast of knife laws is almost as daunting as keeping abreast of firearm laws so we only try to cover the carrying of a folder type knife in your pocket. Below is a link to the Montana Bill with links to the two part Knife Laws handgunlaw.us has put together. If you are interested in the knife laws you need to visit Knife Rights at https://kniferights.org/ They are leading the cause for the preemption of knife laws in all the states.

CA back to potential felony to possess, receive, buy or make 10+ rounders. It does look like the law will be ruled unconstitutional eventually but the state wants to go down fighting. meanwhile SOS
