I had not seen this movie since probably the early 70's .... Kind of hard to believe that people could be so stupid....

So, all the children are in the classroom singing and Tippy shows up to get Rod's sister and while waiting for them to finish the song goes out and sits by the play ground... then a zillion birds land int he playground and she goes in and shows them to Suzan and what do they decide to do but send all the children home... OUTSIDE!
