Sorry, but that "apocryphal story" in your link doesn't hold water. M1 Carbines have a barrel length of 18 inches. And there were M1 Carbines being sold on the commercial market prior to the change to 16" in 1960 anyway.

So the decision to change from 18" to 16" couldn't have been a result of the government's desire to surplus out M1 Carbines.

None of the rest of it addresses specifically why a length of 16" was chosen. The other posts on that page just talks in generalities about why short barrel rifles are regulated. (Namely concealability)

That "surplus M1 Carbine" story is the only post on that page that states a reason why 16" was set as the minimum. And it's just that... a story. The guy who posted it even labeled it as "apocryphal" - meaning "of doubtful authenticity; of dubious veracity; of questionable accuracy or truthfulness; in the nature of an urban legend".

The NFA tax of $200.00 was picked because that's what a tommy gun cost at the time.

16" was probably picked for the same dumb reason. It suited the gov at the time.
