Blank guns are typically custom made to cycle with blanks, with the pressure of the blank contained and used to cycle the gun. They're not just standard guns loaded with blanks, unless they're manual firearms like revolvers or bolt/lever rifles. Even then, specially designed blank guns are often used, for safety reasons. A standard firearm won't function in semi/full auto with blanks, though some models have specially designed blank adapters that can be installed to allow them to function normally with blanks.

Yes. Most of the recoil is caused by the projectile. ► 6.4/93.6 ___________ “We are Americans …. Together we have resisted the trap of appeasement, cynicism, and isolation that gives temptation to tyrants.” — George H. W. Bush

The only mass to generate recoil in a blank is that of the burning powder and sometimes a wad. Even without a projectile, they can injure or even kill (for example, actor Jon-Erik Hexum) at very close range.

Some guns have a barrel restriction to build up pressure to operate the action when using blanks. Such guns must never be used with regular ammunition, of course. flashguy Texan by choice, not accident of birth

It was very common to shoot blanks in the M-16, while in the military. One just attached a ‘blank adapter’ to the flash suppressor to hold in the pressure. With this adapter attached, it cycled fine. I remember shooting blanks in the M-60 machine gun too. The only blanks I bought lately were 22 short for dog training.
