Kirby did hold a pilot certificate, but I have not been able to find out anything about the other occupant, nor have I been able to find out who was acting as PIC (Pilot In Command) for that flight.

Kirby was indeed the pilot of the crashed plane, according to the Bee.

Kirby, a urologist and Auburn city councilman since 2009, was the pilot of the plane that crashed shortly after 11 a.m. A passenger in the plane suffered minor injuries and was transported to a hospital, according to the California Department of Forestry and Fire Protection.

I have heard the "passenger" was a flight instructor. Also that the mayor's cheese has been sliding off his cracker the last couple of years...which may or may not explain his stupid behavior or even the plane crash itself.

I have worked with a few military and commercial pilots, one a flight instructor and wildfire pilot. I would be a little curious re a flight instructor with a student pilot at age 72.

The flight instructor could have been giving a flight review.....or mandated remedial training? Something is odd I believe. Haven't heard a peep from the survivor.
I have friends that operate out of that airport, one being a flight instructor herself.
I'll get the gossip soon.

There are any number of possibilities:
  • There is a regulatory requirement for a pilot to complete a Flight Review at least once during each 24 calendar month period. This can be done with a flight instructor, or an examiner.

  • Many pilots participate in ongoing proficiency training, such as the FAA's "Wings" program, which involves ongoing training with a flight instructor.

  • A private pilot might seek adding an instrument rating to his (her) pilot certificate, or a private pilot might want to qualify for a commercial certificate. These activities require instruction by a flight instructor.

  • The flight instructor might have just been a friend, flying to another airprt for the "hundred dollar hamburger" (five bucks for the burger, and ninety-five for the gas that you burn to get there).
An instructor on board for a flight is nothing unusual, and not a cause for raised eyebrows.

I wasn't questioning an instructor being on the plane.

I worked with a firm connected to airborne surveillance, bumped shoulders with a variety of pilots from military, commercial, wildfire settings, including flight instructors. They all concurred there is good reason commercial pilots retire at 65 (I believe military pilots retire younger). Remembering their chats and personal experiences they shared, I was questioning the wisdom of a 72 yr old piloting a plane.
