Not really, but damn, that was resourceful and clever.
Could it be fake? Possibly, but I don't think so. Despite his "Police" clothing, this is almost certainly a security company employee sitting in a marked vehicle in a grocery store parking lot.

darthfusterI have a friend who owns a pristine 2004 Tacoma with 90,000 miles. Pristine until two months ago when he parked it waaaaaaaay out in the lot of a Home Depot. When he returned he noticed a huge rebar shaped dent in the side of the cab. Can’t have anything nice.

VgexZip ties would work, too. Cheaper, and you can set it, and forget it.
