According to the Internet, there is no such thing as a “congressional” passport, but members of Congress can be issued black or maroon cover passports in connection with their official duties that would involve overseas travel—just like other US government employees. I was never asked to return my official passport and may still have it someplace, I believe. My passport was burgundy/maroon when traveling for the US Government, even on what was considered diplomatic duty in Berlin, as I believe most passports are for members of Congress traveling abroad on official duties.
