Can't you just surrender the dog to a shelter? Is there some kind of penalty involved with that?

No, and even if there was, a 10 second google search would turn up many different rescue groups in the area that would be happy to help.

Is it wrong that I want to curb stomp this MF’er ?

Saw a story recently where the urban camping people in Portland OR are consistently accidentally setting their tents on fire (dropping the meth pipe torch in a nylon tent?) anyway one of these fires killed a mom dog and 6 pups. Again I ask, am I a bad person that felt no sympathy for the troll and want to curb stomp them into a pulp and only have sympathy for that dog and pups ? Becuase god loves everyone and I’m trying. But it’s difficult out here.

Some shelters charge you a intake fee here, many pets get dumped at the shelters when they are closed to avoid paying.

A lot of no kill shelters are full and you would have to spend a few minutes of your day and call around.
Some shelters will charge $200 or so when you bring one in so people being the shit bags they are just dump them where it's convenient.

Yup. The cat rescue from which we've acquired our last three cats is swamped.

This is at least in part Yet Another Unintended Consequence of the extended Wu Flu shutdowns. People, feeling lonely, went on pet acquisition sprees. Then, when the shutdowns ended, their "companions" became burdens and they began abandoning them in droves.

Our cat rescue tells new owners if ever they feel they have to give an adoptee up, contact them and they'll be happy to take them back. Yet they'll get calls about abandoned cats to find they're cats they adopted-out. (And, yes: They're careful about whom they'll allow to adopt.)

Many parts of the country (e.g. mine), the shelters are bursting at the seams. When the COVID lockdown happened, the shallow thinkers decided they needed pets since they were home so much. As COVID lockdowns ended across the country, the shallow thinkers decided having a pet wasn't right for their lifestyle so they took them to shelters. When shelters got full, the shallow thinkers began abandoning them in neighborhoods (e.g. mine) and in the country.

My neighborhood FB page is full of "lost dog" sightings, but the sad fact is very few are actually lost dogs. They are victims of shallow thinkers with zero hearts.

To add to what Lord Vaalic said, fortunately rescue groups have stepped up to take in the surplus dogs that the shelters can't handle and the ones that good Samaritans find unexpectedly in their neighborhood/acreage.

This thread makes me feel better about myself. I’ve had a lot of dogs over the years and my first reaction (without watching the video) was to feel bad for thinking that the guy should have the living crud beat out if him (like six months in the hospital worth). Reading through the thread though, it appears plenty of other folks feel the same.

What a piece of absolute shit. Most of us wouldn’t think twice about risking life and limb to protect our family members, and this selfish asshole abandons his like a sack of trash. I’d love to shame him into taking a swing at me so I could beat the shit out of him.

We adopted our GSD, Boris, a couple of months ago from just such an abandoment situation. Some people suck. We got the best end of the stick.
 
It is not just "regular" people that do this, either. Back when we lived in MD, we adopted a GSD, retired police K-9, that his handler had dumped at a shelter. At least he had that small amount of sense, but dumping your partner for years? Mad Major was quite old, but at least got another six months with us.
