I know with pistol permits the Sheriff has the right to deny anyone a permit if he/she believes the applicant is “not of good moral standing.” No proof is needed. Also each sheriff has a ton of latitude in how to enforce the laws. Certain counties restrict how many purchase permits you an buy at one time. The sheriff can simply decide someone shouldn’t own a gun for any arbitrary reason. This is how they used this law to deny blacks from legally buying guns. Durham county had an even more stringent law on the books up until 2014 (all though rarely enforced) that made it a crime not to register your firearms with the county. This law was also aimed at keeping guns out of black hands.

Yep. It’s an old Jim Crow law that was designed to keep blacks from owning guns legally. Liberals love it.

And Sheriffs. Its $5 per permit. I had a very long running email argument directly with BJ about this a couple of years ago. He said that his office "knew best" about local threats. Politically he isn't terrible, but he certainly is no big 2A guy.
