Is that building location where they physically print the newspapers?
Yep. No building downtown, no print newspaper.
From the link posted by the OP - "In 2017, the newspaper closed its printing press operation and
outsourced printing to a Gannett plant in Lakeland."
They still do some printing downtown. I spend way too much time around that building off Orange Avenue to buy 'all' their printing is being done in Lakeland, and they're simply paying monthly rent on tons of unused space where print operations used to be. The paper hasn't been making money forever as their subscription base has shrunk to virtually nothing, so kicking them out of downtown Orlando should just about be a death blow for them.
Of course it might be interesting to ask someone at the paper if a name change isn't in order. If your offices are not in Orlando, and you're printing is done in Lakeland, can they really be called the 'Orlando' Sentinel anymore?

Well - Edmund probably choose Lake Jessup since it has the highest density of gators in FL (other than the Everglades) so he's trying to maximize chompage.
It's a double benefit. Helps the people under their rule and gators gotta eat too.
