NIOSH does not perform investigations, they set standards (so may do research in support of such standards). As mentioned, there are no standards for mold, unlike asbestos and lead. There are a handful of accepted protocols out there for mold remediation, but their impacts will vary from region to region (climate) and even state to state due to different laws within states. Generally the first steps are to consult with an Industrial Hygienist, or the likes, have some samples collected, analyzed and compared to the outdoor environment.
