The guy is basically yelling "¡Atájelo!" ("Stop him!" / "Catch him!" / "Block him!") and "¡Gonorrea!" (a very Colombian/Paisa swear word used like "damn!" or "shit!" here, not literally the disease) every time a car or truck loses control and slides/falls down the steep hill. It's a mix of shock, laughter, and live commentary on the "sube o no sube" (will it make it up or not) game that happens on this infamous slope. The video is hilarious in context — pure chaotic Colombian street commentary.
